It might be your browser or system doesn’t like that it’s a Javascript file. Try downloading it from here:
Sorry for the double post, but I think I misunderstood your issue. You’re trying to execute the Javascript file. Phaser isn’t an executable, you have to set up a development environment and import Phaser into your project.
