How to use RetroFonts?

Does this functionality exist yet in Phaser 3.16 and if so how to use it? I see there is a parser (Phaser.GameObjects.RetroFont.Parse) but no factory method for this and bitmapFont loader only takes xml data.

There is a folder in the labs labeled Retro Fonts (https://labs.phaser.io/index.html?dir=game%20objects/bitmaptext/retro%20font/&q=) that seems to use it.
